On February 11, 2026, a presentation for the book "Oil and Sustainable Development: Azerbaijan's Energy Strategy," authored by Sadig Gurbanov, Chairman of the Committee for Natural Resources, Energy and Ecology of the Milli Majlis and Doctor of Philosophy in Technical Sciences, took place at the Presidential Library.

The event began with the playing of the National Anthem of the Republic of Azerbaijan. Following this, a moment of silence was observed to honor the cherished memory of the National Leader, Heydar Aliyev, and the martyrs who sacrificed their lives for the territorial integrity of our country.

The Director of the Presidential Library, Professor Afet Abbasova, opened the event with a statement highlighting that the "Contract of the Century," signed in 1994, laid the foundation for a new phase in Azerbaijan's development strategy, creating a fundamental shift in the country's economic, political, and cultural life. The results of this strategic course are clearly evident in all areas, including culture and library work.

Afet Khanum Abbasova noted that the presentation of the three-volume work titled “Oil and Sustainable Development: Azerbaijan’s Energy Strategy,” which focuses on the historical development phases of the oil industry that forms the foundation of modern Azerbaijan’s economy, at the Presidential Library is not coincidental. This scientific and informational space, where the history of statehood and political and economic strategies are systematically compiled and presented to the academic community, serves as an ideal platform for discussions on fundamental research regarding the country’s energy policy.

The professor, recalling the statement of the great leader that "the library is a sacred place for the people, the nation, and society, a source of spirituality, knowledge, and intelligence," noted that holding the presentation of such a significant publication dedicated to Azerbaijan's energy strategy in this venue carries special meaning both symbolically and in terms of content.

During the event, a video presentation was displayed showcasing the overall content of the book and the main themes across all three volumes.

The event continued under the moderation of the Chairman of the Committee for Law Policy and State-Building of the Milli Majlis, Doctor of Law Ali Huseynli.

Speakers at the event included Mukhtar Babayev, Representative of the President of the Republic of Azerbaijan on Climate Issues; Orkhan Zeynalov, Deputy Minister of Energy; and Vugar Karimov, Doctor of Philosophy in Biology and Deputy Minister of Ecology and Natural Resources of the Republic of Azerbaijan. The discussion was followed by insights from Academicians Vagif Abbasov, Arif Hashimov, and Ali Abbasov, as well as Jabi Bahramov, Doctor of Philosophy in History and Head of the Department of History of Western Azerbaijan at the Institute of History and Ethnology named after A. A. Bakikhanov of ANAS. Several deputies from the Milli Majlis also participated in the session, including Gunay Afandiyeva, Parvin Karimzadeh, Sahib Aliyev, and Zaur Shukurov. Additionally, speeches were given by Gulu Novruzov, Major General of the Customs Service and Head of the Academy of the State Customs Committee; Zahid Mammadov, Professor and Director of the Department of Organization and Management of Scientific Activities at the Azerbaijan State University of Economics; and Asaf Zamanov, Professor and Vice-Rector for Science and Innovations at Azerbaijan State Pedagogical University. The event was further addressed by Alimammad Nuriyev, President of the “Constitution” Research Foundation; Iltizam Yusifov, Doctor of Philosophy in Technical Sciences and Honored Engineer; Azad Taghizadeh, Professor and Advisor to the Chairman of the Board of the National Observatory under the Ministry of Labor and Social Protection of the Population; and Seyfaddin Rzasoy, Professor and Head of the Department of Mythology at the Institute of Folklore of ANAS. All of whom expressed high regard for the scientific relevance of the book. It was highlighted that Sadig Gurbanov's research work contributes to the in-depth study of the modern energy strategy implemented under President Ilham Aliyev's leadership, starting from the "Contract of the Century" authored by the National Leader Heydar Aliyev, as well as issues related to "green energy" and ecological security. It was noted that the three-volume publication serves as a valuable resource not only for specialists but also for a wider audience and students.

The Chairman of the Committee for Natural Resources, Energy and Ecology of the Milli Majlis, and author of the book, Sadig Gurbanov, stated that the primary strategic objectives of the energy policy, established by National Leader Heydar Aliyev, include ensuring Azerbaijan's territorial integrity and sovereignty, as well as enhancing the social welfare of its population. The author noted that President Ilham Aliyev is successfully continuing this policy in response to modern challenges. He particularly emphasized the role of the energy factor in the country's sustainable development. He expressed gratitude to the leadership of the Presidential Library for organizing the event and to the participants for their valuable comments on the book.

The event concluded with the final speech of Professor Afet Abbasova, the Director of the Presidential Library. In her speech, she once again emphasized the scientific and educational significance of the publication, noting that the three-volume work titled “Oil and Sustainable Development: Azerbaijan's Energy Strategy” has been converted into electronic format and is available for readers in the “E-books” section of the Presidential Library.
