The Constitution of the Republic of Azerbaijan, adopted on November 12, 1995, by a nationwide referendum, stands as one of the most significant milestones in the history of the country’s independence. Prepared under the leadership of the National Leader Heydar Aliyev, this document established the political, legal, and ideological foundations of Azerbaijan as an independent state, enshrining the core principles of building a democratic, legal, and secular state. The adoption of the Constitution played a crucial role in ensuring human and civil rights and freedoms, consolidating the principles of the separation of powers and the rule of law, and thus provided a powerful impetus for the democratic development of our country.
In commemoration of this remarkable date, the Presidential Library has prepared a virtual exhibition entitled “November 12 – the Constitution Day of the Republic of Azerbaijan”. The exhibition features scientific, educational, and analytical publications that highlight the essence of the Constitution of the Republic of Azerbaijan, the stages of its historical formation, its legal foundations, and mechanisms of implementation.
The publications presented in the virtual exhibition provide a comprehensive overview of various aspects of the constitutional development of our independent state — including the legal status of state authorities, the improvement of the legislative system, the protection of human rights and freedoms, the formation of constitutional justice, and the development of the concept of a rule-of-law state. The exhibition also features research studies devoted to the influence of international legal instruments on national legislation, the legal positions of the Constitutional Court, and the contemporary scientific foundations of Azerbaijani law.
The virtual exhibition prepared by the Presidential Library offers readers an opportunity to gain a deeper understanding of the essence and value system of the Constitution of independent Azerbaijan, to trace the country’s path of constitutional development, and to become acquainted with a wide range of publications that contribute to legal education and the advancement of legal culture.
