Alimardan bey Topchibashov was an Azerbaijani statesman and politician, one of the founders of the government of the Azerbaijan Democratic Republic. In 1918 he was elected Chairman of the ADR Parliament (7 December 1918 - 28 April 1920) and led a delegation to the Paris Peace Conference, where he achieved recognition of the independence of the republic. After the overthrow of the independent Azerbaijani state as a result of the Bolshevik occupation, he was at the head of the hard struggle for the restoration of independence until the end of his life. After Azerbaijan gained state independence on an eternal and irreversible basis, honouring the memory of great personalities of our people and paying due attention to them became an important and significant step.
