Fatali Khan Khoyski was a distinguished representative of the dedicated intellectual generation who honorably carried out the challenging mission he undertook during the movement for the freedom and independence of the Azerbaijani people amid their national and cultural revival in the early 20th century. As a broad-minded, courageous, and patriotic figure, as well as a key statesman, he consistently led the fight for Azerbaijan’s independence and was among those who signed the historic Declaration of Independence. The government cabinets led by Fatali Khan Khoyski implemented consistent measures to establish democratic state governance, achieved significant progress in the areas of economy, culture, education, healthcare, and military development, and contributed significantly to the recognition of Azerbaijan’s independence by foreign nations and the establishment of diplomatic relations from the very inception of the Azerbaijan Democratic Republic.
