- Author examines the key phases of the emergence and development of states in the territory of Azerbaijan from late IV millenium B.C. till the modern times. Special attention is paid to the role and merits of the great statesman Heydar Aliyev in gaining and reinforcing the state independence of Azerbaijan, as well as the reforms aimed at transforming Azerbaijan to a democratic, legal and secular state.
